La militarización de la ayuda en casos de desastres naturales en la estrategia de Estados Unidos hacia América Latina: el caso de Chile (2010-2018).

Abstract

Esta tesis busca estudiar las relaciones que establecieron Estados Unidos y Chile en materia de desastres naturales entre los años 2010 y 2018, planteando como punto de partida el terremoto ocurrido el 27 de febrero de 2010 en Chile y abordando el primer gobierno de Sebastián Piñera (2010-2014) y el segundo gobierno de Michelle Bachelet (2014-2018). En las últimas tres décadas la cuestión de los desastres naturales comenzó a adquirir mayor relevancia como asunto de seguridad a nivel regional y mundial en el marco de un nuevo ordenamiento internacional encabezado por Estados Unidos. Teniendo en cuenta lo anterior, el trabajo busca entender el papel que ocupa la cuestión de los desastres naturales en la estrategia de Estados Unidos hacia América Latina, estudiando como caso las relaciones con Chile.

This thesis aims to study the relations established by the United States and Chile in the matter of natural disasters between 2010 and 2018, posing as a starting point the earthquake of February 27th, 2010 in Chile and particularly addressing the first government of Sebastián Piñera (2010 -2014) and the second government of Michelle Bachelet (2014-2018). In the last three decades, the issue of natural disasters began to acquire greater relevance as a security issue at the regional and global political agenda within the framework of a new international order led by the United States. Bearing in mind the above, this work seeks to understand the role of natural disasters in the United States' strategy towards Latin America, considering relations with Chile as a case study.
